Perkins V Funding Overview
The Perkins V Federal Grant for Career and Technical Education (CTE) provides funding to support approved CTE programs. In Minnesota, funds are distributed based on state-approved programs and appropriate teacher licensure.
- Secondary CTE programs are administered under and the federal Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
Note for secondary consortium leaders: The Minnesota Department of Education (MDE) approves CTE programs that meet teacher licensing and program requirements. Approved programs are eligible to access Perkins V funds. Districts that accept these funds must report enrollment and student proficiency data for CTE courses and programs to the department.

Introduction
The Comprehensive Local Needs Assessment (CLNA) is a required and foundational component of Perkins V that supports data-informed decision-making at the consortium level. It ensures that career and technical education (CTE) programs are aligned with student needs, workforce demands, and the requirements of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
This guide provides a structured, step-by-step process to support consortia in examining student performance, program size, scope, and quality, workforce alignment, and access for special populations. The CLNA is not only a compliance requirement but also an opportunity to strengthen local programs, improve outcomes for learners, and guide strategic planning and investment.
Consortia are required to complete the CLNA at least once every two years and use the results to inform the development of the Perkins local application.
